Determined to transcend the status quo, ThinkWell was founded in 2011 to provide bold, creative, and practical solutions to helping low- and middle-income countries achieve universal health coverage. While our core area of work is health financing, we take a “whole-of-systems” approach, specializing in five practice areas that intersect with health financing: governance, human resources for health, private sector, public financial management, and research and evaluation. ThinkWell is seeking a contracts officer. The officer will manage a portfolio of contracts from start up to closeout in conjunction with the Director of Contracts and other team members. S/he will be involved in coordinating and preparing cost proposals, as well as draft processes and policies for the firm.

ThinkWell is a health systems development organization that is in a major growth phase. Our focus is on driving transformation in the global health space by navigating pathways that will lead to more effective use of public and private resources in the health sector and ultimately better health for all. The Kenya Country Manager position, based in Nairobi, will play a critical leadership and management role in the Strategic Purchasing for Family Planning (SP4FP) program – a five-year program that aims to support countries in developing health financing strategies that use strategic purchasing to contribute to the achievement of universal health coverage. Supported by the Bill & Melinda Gates Foundation, ThinkWell is working in collaboration with Marie Stopes International (MSI) to identify opportunities and co-design interventions with purchasers and policy makers in six countries (Indonesia, Philippines, Kenya, and 3 countries TBD) to more effectively purchase family planning. The Kenya Country Manager will play an important part in shaping the design of the SP4FP program in Kenya. Our initial discussions suggest that one area of focus, within the wider strategic purchasing remit, will be on provider payment. National stakeholders have expressed particular interest in the ways in which NHIF manages payment for different FP services, both within the national scheme, and under managed schemes like Linda Mama. There is also interest in how Counties purchase services, whether through NHIF, through their own insurance schemes, or using other approaches like contracting or PBF.   Kenya is a dynamic, complex and exciting environment, and it is expected that the Country Manager will be able to adapt and respond to emerging opportunities both within the SP4FP program, and outside it. A successful Country Manager will look for opportunities to grow the ThinkWell portfolio in Kenya.   The successful candidate will have experience in health financing and management of complex projects, and will need sophisticated political skills to navigate the complex environment in Kenya. We are looking for top talent to contribute to a new five-year project that will design domestic health financing arrangements that expand access to and uptake of family planning in low- and middle-income countries.  Many countries are developing health financing strategies that use Strategic Purchasing (SP) to support the achievement of universal health coverage (UHC). Family planning (FP) is one of the best buys in international development, creating more stable and more prosperous societies around the world. It is vital, therefore, to effectively integrate FP services within these developing SP schemes. ThinkWell’s program of work in the SP4FP project aims to catalyze SP for FP in six key countries. We will engage purchasers and policy makers to identify opportunities to more effectively purchase family planning. Together, we will design interventions that will allow us to assess effectiveness in terms of access, quality, and choice, test feasibility of scale and impact, and generate strong, relevant, evidence. In each country, we will pay attention to the provider-client interaction and SP’s potential to positively influence provider behavior. The deputy director will work as part of a small leadership team, reporting to the program director, and providing technical expertise in health financing. The successful candidate for the deputy director role will have hands-on design and implementation experience in health financing policy and strategy in multiple countries. They will have specific expertise in areas such as: health purchasing mechanisms, health insurance, and health markets. The role will focus on a subset of program countries where strategic purchasing through national health insurance is relatively mature, and previous experience living and/or working in selected countries, such as Indonesia or the Philippines, would be an advantage. Active engagement with and support to the program team working in other settings, particularly in sub Saharan Africa will also be expected, but should occupy 10 to 20% level of effort. The ideal candidate will also have familiarity with and an understanding of family planning. The candidate will be prepared to work independently, and as part of a small, high level, distributed team. Open, frank, routine communication will be a priority, using calls as well as project team software to build a collaborative environment within the team. The successful candidate will be expected to show excellent judgement in which decisions can be taken unilaterally, and which should be discussed with the team and approved by the program director. This position is designed to be a key part of a small team that provides thought leadership and management oversight to two major programs funded by the Gates Foundation: Immunization Costing Action Network (ICAN): A three-year project that aims to increase the visibility, availability, understanding, and use of evidence on the cost of delivering vaccines to work towards sustainable and predictable financing for vaccine delivery. ThinkWell is working in collaboration with John Snow Inc. (JSI) and country partners on costing studies in India, Indonesia, Tanzania, and Vietnam to address challenges at the top of their health and immunization financing agendas. The deputy director role will ensure that results of these studies are used for improved resource allocation, planning, budgeting, and performance improvement of the country immunization programs. The role will also focus on building country capacity around interpretation and use of cost evidence, and facilitating cross-country and global learning on immunization costing and financing. Strategic Purchasing for Family Planning (SP4FP): A five-year project that aims to support countries in developing health financing strategies that use strategic purchasing to support the achievement of universal health coverage. ThinkWell is working in collaboration with Marie Stopes International (MSI) to identify opportunities and co-design interventions with purchasers and policy makers in six countries (Indonesia, Philippines, Kenya, and 3 countries TBD) to more effectively purchase family planning. ThinkWell will assess effectiveness in terms of access, quality, and choice; test feasibility of scale and impact; and generate strong, relevant evidence. The deputy director role is focused on conceptualizing, designing, and supervising a broad range of evidence-generation and learning activities in the priority countries. In addition to excellent project management skills, the successful candidate will have experience engaging in policy dialogue with senior health and finance officials, engaging country governments in health financing policy design and implementation, supporting country-level planning and budgeting. The ideal candidate will bring knowledge of health financing policy and strategy, health sector planning and budgeting, and strategic purchasing. The ideal candidate will ideally have experience working on primary and preventative health services, including immunization and family planning. While our core area of work is health financing, we take a health systems approach that includes human resources for health, health information systems, private sector engagement, and research and evaluation. We are looking for a Strategic Revenue and Marketing Director to provide expert policy advice and technical assistance as part of the USAID Bangladesh Advancing Universal Health Care (AUHC) project. This is a full-time position is based in Bangladesh AUHC project offices in Dhaka, Bangladesh. Within the AUHC project, ThinkWell will lead the incubator unit which will provide strategic and technical support to the newly established Surjer Hashi (Smiling Sun) Group (SHG), a sustainable pro-poor social enterprise. The Strategic Revenue and Marketing Director is responsible for revenue generation and marketing for SHG and accountable for its financial success and innovation. The candidate will report directly to the Incubator Director and oversee the revenue generation advisor and marketing advisor. They will work with the different teams of the incubator to develop and promote new revenue streams and attract additional resources, which could include private investment, donor funding, debt financing, or government funding. Ultimately, the candidate will be responsible for managing the development and implementation a strategy so that the SHG is self-sustaining.
