    ThinkWell is a health systems development organization focused on helping countries achieve Universal Health Coverage (UHC). Using an approach that is rooted in analytics, ThinkWell has supported health financing and governance reforms in over 30 countries world-wide. ThinkWell thrives on reconceiving possibilities to help countries reach UHC.

    We are a grounded, field-driven organization, with staff based out of six countries. Our team is composed of experts in health economics, policy, and research, who are all working with countries to support their efforts to move towards UHC.

    In the Philippines, ThinkWell has begun the implementation of Strategic Purchasing for Primary Health Care (SP4PHC) as one of six countries where this project is being implemented. The Philippine UHC policy environment presents a positive and encouraging opportunity for ThinkWell to be a major player in helping to implement the UHC bill as soon as it is signed into law by the Philippine President Rodrigo Roa Duterte.  The year 2018 ended with an upbeat mood in terms of the UHC bill when the upper and lower houses of the Philippine Congress approved a bicameral version of the UHC bill that is now ready for signature into a UHC Law that is projected to happen within the first 3 months of 2019.

    Within the overarching project goal of SP4PHC, ThinkWell is committed to supporting countries to deliver on their own agendas, helping them to address priorities they have identified. 

    The ThinkWell Philippine Country Office seeks to put together a small, highly competent, flexible team of health professionals that will be able to influence the conversation and health policy space, leveraging on ThinkWell’s global, collective resources and experiences in Strategic Purchasing, Primary Health Care, especially Family Planning and Maternal, Newborn and Child Health.  

    Responsibilities

    THE ROLE:  HEALTH POLICY EXPERT

    The Health Policy Expert, along with the rest of the SP4PHC Philippine Country team, will help to ensure that through strategic purchasing within the context of the UHC Law, the desired improvement in health outcomes for Filipino citizens will come closer to fruition in the next 5 years.  In particular, it is hoped that key health outcomes in Family Planning (FP), Maternal, Newborn and Child Health (MNCH) within the ambit of Primary Health Care (PHC) will significantly improve.

     

    This national role is to work with key leaders within the Philippine Department of Health (DOH), PhilHealth and selected Local Government Units as well as other members of the SP4PHC Team in the Philippines to help develop policies and plans that will guide and ensure rational, sustainable implementation of the various facets of the Philippine Universal Health Care Act.  Particular attention will be given to the evolution and expansion of Service Delivery Networks (SDN) in the provinces. 

    SDNs are envisioned to be the focal health service delivery unit mandated to provide all health services that are covered as benefit packages under the social health insurance program being implemented by Philhealth.  Emphasis will be placed on the delivery of appropriate, responsive Primary Health Care services especially geared towards an increase in utilization of Family Planning Services and MNCH services that are paid for by the national single purchaser of the social health insurance scheme.

     

    Scope of work

    The Health Policy Expert, in collaboration with ThinkWell Senior Policy Adviser and SP4PHC Philippine Country Lead and ThinkWell SP4PHC Overall Coordinating Team, will undertake the following responsibilities:

    • Participate robustly as part of the Technical Working Group within PhilHealth and DOH in ensuring the development of Implementing Rules and Regulations (IRR) once the Philippine Universal Health Care Act is signed into law;
    • Coordinate and work with appropriate units within the DOH (e.g. Bureau of Local Health Systems Development) in crafting an appropriate, common SDN framework that will best serve the needs and intentions of the UHC Act;
    • Assist in crafting policies and guidelines at the DOH and PhilHealth level for SDN expansion, evolution, roll-out and sustainability;
    • Suggest and facilitate crafting of other health policies, as appropriate, towards the furtherance of a more strategic approach to purchasing of health services and its delivery within a social health insurance scheme;
    • Coordinate with Local Government Units (LGU) through the Department of Interior and Local Government, Leagues of Provinces and other similar organizations to consult them and work with them in the installation and pilot of SDNs guided by the IRR of the UHC ACT;
    • Identify data sources, obtain data, conduct analysis, and present findings to facilitate discussion and policy development on service delivery networks, and specifically on the way that SDNs impact primary health care.
    • Support stakeholders to design approaches to monitor the impact of new SDNs as they are designed and implemented.
    • Ensure that all processes, learning and observations related to SDNs development, integration and monitoring are documented and disseminated to all concerned stakeholders particularly during the pilot phase;
    • Assist in organizing and conducting consultations with various stakeholders related to the implementation of the UHC Law
    • Participate in SP4PHC PH and Overall Team Meetings and contribute pertinent information, ideas and suggestions related to SP4PHC project commitments

    Provide regular progress updates related to the IRR formulation and other technical assistance support provided to DOH

    Qualifications

    • Higher level degree in international health, public health, health policy or another related field;
    • A minimum of 4 years of relevant experience in health policy work, preferable also with previous work experience in MNCH and/or family planning programs;
    • Demonstrated understanding of health financing and health policy work;
    • Demonstrated experience of monitoring, evaluation and analytical work in health systems.
    • Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health
    • Experienced working with ministries of health, finance, and/or social welfare and international agencies;
    • Experienced working with organized groups and communities
    • Knowledge and experience in various technologies of participation, facilitation and the conduct and organization of workshops, focus discussion groups, round table discussions, and the like;
    • Fluent command of English and Filipino – written and spoken;
    • Willingness to travel within the Philippines, should this be needed
