  • Overview

    We are a health systems development organization that is currently in a major growth phase. We are urgently looking for a senior human resource for health (HRH) specialist to provide expert policy advice and technical assistance to a range of clients, for the design, implementation, and evaluation of HRH, family planning, and health financing policies and mechanisms in the Philippines.

    The successful candidate will have hands-on design and implementation experience in the Asian region in analyzing, supporting, and/or managing projects in areas such as service delivery and health systems, family planning, and economic evaluations. The candidate should have strong quantitative skills and have an established track record of preparing high-quality technical reports, policy briefing materials, and presentations. The candidate should have strong communication skills and be able to effectively communicate with senior government officials and development partners. The candidate should be able to work independently and on global teams across the organization, and have experience living and/or working in middle income countries in Asia, ideally in the Philippines. 

    The Senior HRH Specialist will manage a project team of at least two people, will report to the ThinkWell HRH2030 Project Director and work closely with the HRH2030 team in country.

    • Provide technical leadership for HRH, family planning and health financing projects such as a health labor market analysis, designing health financing arrangements that expand uptake of family planning, and an assessment of enrollment and retention strategies for health insurance programs.
    • Manage a team of at least two other people to design a research protocol for a health labor market analysis, develop data collection tools, perform data collection, conduct quantitative and qualitative data analysis, including a political economy analysis, and develop a report, policy briefs, and other deliverables, as required.
    • Oversee and participate in the data collection process for the health labor market analysis, which may include key informant interviews, focus group discussions, a discrete choice experiment, and a survey.
    • Contribute to the family planning project in the following areas: family planning design and delivery, blended financing (supply and demand side) for family planning, benefits package development, and costing of family planning services;
    • Prepare and deliver presentations tailored to different audiences.
    • Support relationships with funding organizations, government bodies, and other relevant stakeholders;
    • Provide technical support for proposal development processes, and act as a thought leader within ThinkWell;
    • The incumbent will be expected to travel at least 20% of his/her time.


    • Master’s degree or higher in public health, health economics, health policy or related field;
    • A minimum of 10 years of relevant senior experience in HRH, family planning and/or health financing programs with at least 5 years of relevant field experience in the Asian region;
    • Demonstrated operational/applied research experience in the area of HRH and health financing in the Asian region and ideally in the Philippines;
    • Solid analytical skills, including experience in designing and implementing small surveys, discrete choice experiments or similar research methods, and experience in conducting and analyzing data collected through key informant interviews and focus group discussions (preferably with health workers);
    • Experience working with ministries of health, finance, and/or social welfare;
    • Preferably a good understanding of TB and FP/MCH programs;
    • Demonstrated record of producing high-quality reports and policy briefs.
    • Fluent command of English; working proficiency in one other language preferable;
    • Willingness to travel essential, including to low-income countries.
