    In Bangladesh, the USAID-funded Achieving Universal Health Coverage (AUHC) project is transforming the nationwide Smiling Sun network of 399 clinics into a consolidated pro-poor social enterprise: the Surjer Hashi Network (SHN). Within this effort, ThinkWell leads as an Incubator to SHN providing technical support to the Board of Directors, SHN leadership, and staffing as well as support in the areas of governance, business planning, systems development, and growth.

    The Deputy Director of Business Operations and Implementation is responsible for providing strategic oversight, technical guidance, and coordination for the SHN Incubator. The successful candidate for this position will draw on their deep knowledge of service delivery networks informed by previous knowledge of the Smiling Sun network or similar successful for-profit pro-poor service delivery efforts.  S/he has lead accountability for incubator operations and ensures that incubator support to the development of SHN business operations remain flexible, nimble, and responsive to the emerging needs of SHN. S/he will support other technical experts in ensuring that the project meets overall objectives for operations of SHN.

    This is a full-time position is based in the Bangladesh AUHC project offices in Dhaka, Bangladesh.

     

    Responsibilities

    As a technical expert in transferring administrative and financial management capacity, S/he will directly oversee all TA related to developing financial management, procurement, HR, and other administrative systems for SHN. Under supervision of the Incubator Director:

    • Assume lead accountability for incubator performance in providing support to the development of SHN operations. Drive flexibility and responsiveness of the incubator to the projects evolving needs.
    • Support collaborative development of business systems for SHN, including HR policies and systems, accounting and financial procedures, IT systems, and other new business processes.
    • Lead training initiatives to orient SHN staff, the executive team, and the Board of Directors about various policies, procedures and guidelines as they related to each team.
    • Direct and supervise incubator activities in conjunction with SHN.
    • Provide direct technical assistance and maintain accountability for all TA provided by the incubator operations team.

    Qualifications

    • A minimum of 10 years of relevant experience, including at least 5 years in leadership roles including service delivery related activities;
    • Executive-level experience leading and growing systems that support the delivery of health care services;
    • Graduate-level education, with MPA and/or MBA highly desirable;
    • Experience/confidence working with a range of funders, including US government, private sector investors, development donors, Government of Bangladesh, and large commercial businesses;
    • Willingness to live and work in Bangladesh for at least three years;
    • Fluent command of English and Bangladeshi.

    SKILLS AND COMPETENCIES

    • Understanding of how to navigate relationships and advocate for bold ideas within complex environments such as ministries of health and large funding organizations;
    • Irreverence towards traditional development practices and burning desire to make things happen is required;
    • Creative technical approach that pushes boundaries;
    • Ability to manage client expectations and deliver on client needs;
    • Ability to represent ThinkWell’s expertise convincingly and credibly;
    • Ability to advocate for ThinkWell’s role and value during business development negotiations;
    • Strong interpersonal and communication skills with the ability to effectively collaborate with team members in a multi-cultural environment, and based in various locations;
    • Ability to prepare high-quality technical reports, policy briefing materials and presentations;
    • A combination of humility and confidence.
