    ThinkWell is an emerging health systems development organization that is in a major growth phase. Determined to transcend the status quo, ThinkWell was founded in 2011 to provide bold, creative, and practical solutions to helping low- and middle-income countries achieve universal health coverage. While our core area of work is health financing, we take a “whole-of-systems” approach, specializing in five practice areas that intersect with health financing: governance, human resources for health, private sector, public financial management, and research and evaluation.

    We are looking for a Health Financing Analyst to provide direct technical assistance and analytical support across a range of ThinkWell projects that provide policy advice and technical assistance on health financing strategies and mechanisms to clients in a range of countries and settings. The successful candidate will have strong analytical and quantitative skills and research capacity in health economics and financing and a solid understanding of the design, implementation and evaluation of health financing policy reform. The candidate should have an established track record of carrying out analytical work and preparing high-quality technical reports and presentations. The candidate should have strong communication skills and be able to work independently and on global teams across the organization. The candidate should understand how to work effectively with field-based programs and staff who are in remote locations.

    The position is based in our Washington DC office.

    Responsibilities

    • The Health Financing Analyst will lead and support a mix of activities, some individually and others as member of a team. Potential assignments include:
    • Support ministries of health and finance on development of national health financing strategies, budget planning, preparation and execution;
    • Support resource mobilization and allocation using tools such as investment cases for health tailored to specific country contexts and target audiences;
    • Support sub-national actors in decentralized settings by strengthening capacity to respond to increased autonomy for planning, budgeting and public financial management;
    • Support the design and implementation of health financing mechanisms such as health insurance and performance-based financing;
    • Lead analyses on health expenditure, including out-of-pocket spending, financial forecasting, benefit incidence analysis, and cost-effectiveness;
    • Develop and validate data collection instruments such as surveys and semi-structured interview questionnaires;
    • Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals;
    • Create graphics and visualizations of quantitative and qualitative data;
    • Contribute to business development, including desk research, technical input, and proposal writing;
    • Based in Washington DC, the Senior Health Financing Analyst will be expected to travel to low- and middle-income countries circa 25% of the time.

    Qualifications

    • Master’s degree in health economics, economics, or public health with a health financing focus;
    • Minimum of 7+ years of experience;
    • Strong quantitative skills, proficiency in Stata or another statistics software is highly desirable, or may be substituted by exceptional command of Excel;
    • Established track record of preparing high-quality technical reports, policy briefing materials, and presentations;
    • Experience in business development is desirable;
    • Experience living and/or working in a low- or middle-income country is highly desirable;
    • Exposure to working with ministries of health and finance, and donors and implementers at national and sub-national level;
    • Fluent command of English; working proficiency in French or another romance language is an asset;
    • Willingness to travel is essential, including to low-income countries and fragile states.
