    ThinkWell is an emerging health systems development organization. While our core area of work is health financing, we take a health systems approach and provide support to human resources for health, health information systems, private sector engagement, and research and evaluation. We look for an experienced office/operations specialist to be based in our Maputo office to ensure smooth day-to-day operations in administration and finance.

    Collaborative Development Mozambique (CDM) is ThinkWell’s affiliate in Mozambique. We require an individual who is independent and self-directed, at the same time s/he is team-oriented. The successful candidate will have strong operations and people’s management skills and have a working understanding on local law and requirements and will report to the Country Director.


    Mozambique Office Operations and HR

    • Overseeing the HR area for national and expat staff, ensuring preparation and management of employment contract, insurance registration and other relevant
    • Responsible for the organization and management of the activities of the supporting staff at the office
    • Prepare payroll and process salary and taxes payment
    • Provide support to the legal activities of CDM and ACDM in Mozambique: statutory reporting, immigration handling, revision of legal documentation and link with the company’s lawyer as needed
    • Provide support to staff including home search / rental, setting up electricity and water supply, security, internet and telephone service. Coordinate relocation/importation of goods and procurement of goods e.g. furniture
    • Make arrangements for Mozambican national and international travel including flights, transportation, lodging, and transfers.
    • Manage service staff in the office and ensure support to prioritize workload. Work with staff on annual performance assessment
    • Manage day-to-day logistics of the office driver
    • Other related duties as needed.

    Mozambique Office Financial Operations

    • Prepare the following manuals for the management of the office: HR for national staff, national travel policy and procurement policy
    • Research and assist with the selection of vendors for all services used in the office, e.g. attorneys, translators, notaries. Keep a record of all the recurrent vendors.
    • Management of procurement for all the acquisitions at the office in line with local and funding agency regulations
    • Ensure management of short-term contracts in case of minor rehabilitation at the office, from initiation through completion of the work, ensuring timeliness and quality.
    • Monitor day-to-day financial operations: payroll, expenses and other financial transactions including bank reconciliation with headquarters in Washington. Ensure proper accounting of all project transactions using ThinkWell’s accounting system (SpringAhead/CostPoint) and in line with local and funding agency requirements
    • Leading with the Bank for financial operations (receipt of funds, movements of funds in the accounts of the institution and payroll), under the supervision of the Country Director
    • Ensure statutory compliance with various local laws and maintain financial files and support audits.
    • Manage and track office inventory
    • Manage the petty cash
    • Other related duties as needed.


    • University degree in business, law, or other relevant discipline
    • Minimum 5 years of experience in an office environment; ability to work in an organized, disciplined manner; exposure to private and public-sector settings helpful
    • Previous experience with a non-for-profit entity is preferred
    • Experience and understanding of funding agency regulations preferred
    • Understanding of Mozambican labor, banking and procurement practices and laws preferred
    • Business proficiency in Portuguese and English. Excellent communication and coordination skills
    • Understanding of team members' needs and able to effectively operate as a member of a small, nimble team
    • Ability to organize and prioritize a heavy volume of tasks
    • Basic bookkeeping skills; strong math skills; attention to detail and ability to prepare financial documents with high level of accuracy
    • Outstanding computer skills including Microsoft Office; experience with accounting software preferred.
